The Central Law Ministry has formed a high-level committee under the chairmanship of former President Ram Nath Kovind to consider the proposal of ‘One Nation One Election.’

The committee includes Central Home Minister Amit Shah,Congress leader in the Lok Sabha Adhir Ranjan Chaudhary, former opposition party leader in the Rajya Sabha Ghulam Nabi Azad, former Chairman of the 15th Finance Commission NK Singh, former Secretary-General of the Lok Sabha Subhash Kashyap, Senior Advocate Harish Salve, and former Chief Information Commissioner Sanjay Kothari. Additionally, Union Minister of State for Law Arjun Ram Meghwal has been specially invited to attend the high-level committee meetings.
The committee will analyze situations such as a hung assembly, a vote of no confidence, or the possibility of defections. It will also suggest possible solutions. The 8-member committee will recommend a suitable framework for conducting simultaneous elections. The committee will also examine the logistics involved in conducting elections for EVMs, VVPATs, and simultaneous elections, considering human resources.

‘One Nation One Election’ refers to the concept of holding elections for the Indian Parliament, State Legislative Assemblies, and Lok Sabha (the lower house of Parliament) simultaneously, or at the same time, rather than at different times as has been the practice in India. Until 1967, elections for State Legislative Assemblies and the Lok Sabha were held concurrently in India. However, some State Legislative Assemblies were dissolved prematurely in 1968 and 1969. In 1970, even the Lok Sabha was dissolved prematurely. As a result, the timing of elections in states and at the national level changed. The Law Commission had recommended conducting simultaneous elections in its 170th report as a way to reduce election costs. It proposed that there should be a rule where elections for the Lok Sabha and all State Legislative Assemblies should be held once every five years simultaneously.

Drawbacks of ‘One Nation, One Election’ –

Concerns have been raised by regional parties regarding the ‘One Nation, One Election’ concept. They fear that if it is implemented, regional parties may lose their relevance because national issues would dominate the political discourse, and regional issues might take a backseat. This could potentially reduce the influence of regional parties and limit their ability to advocate for local or state-specific issues. Additionally, the competition for financial resources and political attention during elections could become more intense, favoring larger national parties over smaller regional ones.

Moreover, the simultaneous conduct of elections may result in political parties being unable to engage in separate election strategies and campaign on local or state issues, as they would have to compete on a national scale. This could limit their ability to address the specific concerns and demands of their regional constituencies.

Furthermore, the implementation of ‘One Nation, One Election’ may require a substantial overhaul of the existing election process and the introduction of synchronized logistics for all elections, which could be a complex and challenging task.

Overall, while ‘One Nation, One Election’ aims to streamline and reduce the costs of elections, it also raises concerns about the impact on regional parties and their ability to represent local and state-specific issues.
